The Microsoft .NET developer team has rolled out a new version for the .NET Framework 4.8. Paches KB4486129 and KB4486153 for Build 3761 are available for download. These .Net Framework packages are for Windows 10 1607, 1703, 1709, 1803 and Windows 10 1809. Windows 10 1903 (May 2019 update) comes .NET Framework 4.8 pre-installed in the system.

The last version was released on February 22, 2019. .NET Framework 4.8 is a new managed code programming model for Windows 10 version 1903. It includes herculean features with new technologies for building applications with visually compelling user experience, seamless communication. It covers tech boundaries and support for a variety of business processes.
